Zimbabwe Parliament Building

The Zimbabwe Parliament Building is located in Harare, the capital of Zimbabwe, with a total construction area of 33,000 square meters. It is the largest Chinese-aided project in Southern Africa, a significant initiative under the Belt and Road Initiative, the Ten Major China-Africa Cooperation Plans, and the "Eight Major Actions," as well as a landmark project enhancing bilateral relations between China and Zimbabwe.

The interior of the Zimbabwe Parliament Building primarily consists of a main assembly hall (500 seats), a second assembly hall (300 seats), multiple functional meeting rooms, a banquet hall, and office areas. As an international conference center, the Parliament Building has stringent requirements for its digital conference systems, particularly in terms of stability, reliability, and user-friendly operation. These characteristics necessitate a digital conference system that is advanced, stable, and easy to operate.

To meet the project’s requirements, CREATOR provided an integrated solution for the large conference auditorium and multiple meeting rooms, accurately realizing the project’s design vision. This effort promotes "Made in China" products and services internationally, actively supporting the strategic development of the Belt and Road Initiative. The following systems were deployed:

Conference Systems:

  • Nearly 900 sets of infrared interpretation receivers and headphones
  • Nearly 500 sets of VFD series digital conference systems
  • Nearly 600 sets of M4 series digital conference systems
  • 20 sets of 5G wireless WiFi conference systems
  • 20 sets of high-definition conference recording and broadcasting systems

Signal Management:

  • 20 units of PRO series hybrid matrix switchers
  • 50 high-definition conference cameras

Central Control:

  • 22 sets of central control systems

According to the Parliament Building’s design requirements, the main and second assembly halls were equipped with infrared simultaneous interpretation systems and VFD digital conference systems. Other functional meeting rooms were outfitted with M4 series conference systems and wireless WiFi conference systems. Integrated with central control, matrix switchers, recording systems, and camera systems, the Parliament Building now features a comprehensive setup supporting speaking, discussion, voting, multi-language simultaneous interpretation, centralized signal management, and synchronized camera tracking.

Infrared Simultaneous Interpretation

At international conferences, participants come from different countries and speak different languages, making multilingual communication essential. A core requirement was to deliver interpreters’ voices to participants with stability and high quality. The infrared interpretation system supports up to 31+1 language channels, meeting the multilingual communication needs of the Parliament Building. By transmitting audio and data signals via infrared light, the system remains entirely free from radio interference. Paired with infrared radiation panels, which offer strong coverage and stable signals, it ensures seamless signal distribution across the venue without dead zones. Participants use infrared receivers and bilateral headphones to select their desired language channel, receiving high-fidelity audio output. Additionally, CREATOR’s digital conference console employs dual-system hot backup, ensuring uninterrupted operation even if one unit fails. The ring daisy-chain connection provides multiple layers of security, ensuring that important meetings proceed smoothly, safely, and without interruption.

Signal Transmission and Management

To ensure orderly, intuitive, and stable management of audio and video signals across all areas of the Parliament Building, PRO series hybrid matrix switchers were deployed in functional zones. These enable comprehensive centralized management of all signals, supporting seamless switching between high-definition and standard-definition formats. They also facilitate the transmission and routing of signals between assembly halls and meeting rooms, while allowing real-time integration with various systems.

Centralized Control

The central control systems installed in different functional areas of the Parliament Building enable centralized management and monitoring of the main assembly hall, second assembly hall, functional meeting rooms, banquet hall, and other spaces. This includes control over lighting, curtains, air conditioning, displays, and other audiovisual equipment, as well as monitoring of environmental parameters such as temperature and humidity.

High-Definition Camera Tracking

To enable real-time tracking of speakers, V-series high-definition cameras—seamlessly compatible with CREATOR’s conference systems—were deployed. These cameras automatically capture and display close-up shots of the current speaker, while also supporting high-definition video and audio recording for meetings. The resulting footage is smooth, detailed, and richly layered, with balanced exposure.

High-Definition Conference Recording

For important meetings, high-definition recording and broadcasting systems are used to capture proceedings. These systems support synchronized recording of video and audio signals, either together or separately, and accept multiple video formats. This addresses the need for both HD and SD recording in meeting halls, catering to the diverse requirements of the Parliament Building’s various auditoriums and meeting rooms. Recorded files can be downloaded, stored, edited, and used for live streaming or on-demand playback.

The tailored digital conference system for the Zimbabwe Parliament Building fully meets the project’s requirements, laying a solid foundation for the smooth operation of critical parliamentary meetings.
